Responsible for all aspects and supervision of the Revenue Accounting and Production Accounting Departments.

Serves in consultative and collaborative roles with the Joint Interest Accounting and Accounts Payable Accounting Departments to ensure all facets of operational accounting are coordinated and functioning effectively.
Serves as a key advisor to the CAO, CFO, General Counsel and other company personnel on all aspects of Operational Accounting and reporting matters.
Establish and maintain written policies and procedures as well as monitoring for compliance, and recommend and implement improvements required to improve internal control and meet evolving business needs.
Responsible for final review and approval of documents, projects, and processes that are generated within the area of responsibility.
Reviews and monitors interactions with other departments and with outside parties.
Key member of the asset integration team by assisting in the accounting due diligence and integration/dissolution of oil and gas property asset acquisition and divestiture transactions as well as responsible for post-closing accounting settlements.
Recruits, directs, coaches, evaluates, corrects and mentors staff to ensure appropriate organizational development, succession planning, and performance management within the Revenue and Production Accounting Departments.
Serves as the Audit Compliance Officer to facilitate accurate and complete information gathering, and assist in responses to all federal and state royalty and severance tax compliance reviews and audits.
Key accounting team member that interfaces with IT and other departments to update, develop and implement effective operational accounting and reporting systems including the integration of departmental systems (e.g., Marketing/Land/Production/Regions) and sub-systems.

Requirements:

Undergraduate degree in Accounting or related field of study required.
MBA or graduate degree in Accounting is a plus.
CPA certification preferred.
15+ years of progressively responsible experience in all aspects of operational accounting (i.e., revenue, production, joint interests and accounts payable accounting) in the upstream E&P industry.
5+ years related managerial/supervisory experience with demonstrated organizational leadership capabilities while providing advanced technical knowledge of operational accounting practices for a variety of highly complex assignments while successfully working with and advising senior management and various other departments (e.g., Production, Marketing, Land, Legal, AP, Revenue, Corporate Accounting, Region/field personnel) as well as third parties.
In-depth knowledge and demonstrated the ability to successfully work with federal and state agencies to comply with applicable rules and respond to royalty and severance tax compliance reviews and audits.

Essential Duties and Responsibilities of the CFO:

Directs financial activities for my client company and its subsidiaries by performing the following duties:

Oversee the activities of the Accounting Department for the accurate and timely processing of financial management including, but not limited to, daily cash management, bank reconciliations, internal and external monthly financial statements, coordinating the month-end and year-end closing process and annual audits and annual budgets.
Maintain a documented system of accounting policies and procedures
Must be willing and able to assist accounting staff in day to day accounting tasks when needed
Ensure timely and accurate monthly, quarterly and year-end close process
Review inter-company billings to parent company, including the follow up of payment
Prepare reports to summarize and forecast company business activity and financial position in areas of income, expenses, and earnings based on past, present, and expected operations
Responsible for daily cash management operations, short-term cash forecasting and all aspects related to the management of operating cash flow.
Provides sales/expense analyses, identifying potential problem areas and opportunities for improved profitability relative to forecasts.
Prepares consolidated financial statements as well as individualized financial
statements for business units and present to upper management/ownership
Oversee and manage all general ledger activity, investigating irregularities Manage assigned members of the accounting department, expand the team, and guide them through operational changes.
Directly supervises employees and carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Ensure compliance with all applicable government finance regulations, including filing and/or maintaining of required forms, payroll taxes and deposits, and income taxes. Prepare reports required by regulatory agencies.
Advise management about insurance coverage for protection against property losses and potential liabilities. Direct determination of depreciation rates to apply to capital assets.
Act as Network administrator, establishing and maintain systems and controls, which verify the integrity of all systems, processes and data.
Oversee and manage any outsourced functions (e.g., payroll, sales-tax, Federal and State Taxes)

Job Knowledge, Skills and Abilities of the CFO:

Exceptional working knowledge of GAAP
5-10 years experience in all aspects of accounting.

Proven supervisory experience.
Strong organizational and management skills.
Ability to see the big picture while focusing on the process and procedures necessary to produce deliverables.
Job Costing
Meticulous attention to detail and accuracy in work product.
Flexibility and the ability to thrive in a fast-paced environment.
Accounting degree and public accounting experience preferred.
CPA highly preferred
Excellent interpersonal skills and a team player.
Proficient knowledge of Excel, problem solving and analytical skills required.

Education and Experience Required for the CFO:

Bachelor’s degree in Accounting or Finance plus CPA certification.

With Q1 behind us lets jump right into the update for Houston. I am sure everyone is curious about the oil & gas prices and what impact they are having on the job market in Houston. I have been in the recruiting industry for almost 14 years and have already been through 2 full blown recessions. 2015 has been an interesting year so far. I feel like our local economy has taken a hit from the drop of Oil & Gas, but it’s not as severe (knock on wood) as I thought it would be. Some might beg to differ but, let me explain!

Obviously, Houston has been impacted by the depressed prices. Most Exploration & Production companies are not hiring at all. Some are even laying off, but downstream and midstream companies are still hiring. They are actually benefiting from the drop in price. Not to mention the back log of construction projects that are still on the books. We are also seeing increased demand from consumer products based companies (retail, restaurant, healthcare). Houston has gained nearly 570,000 residents in the past 5 years!

Just imagine the resources they will need from housing, healthcare to groceries and cars!

So, is the job market as good as it was last year? The simple answer is no, but there are still a lot of opportunities out there in several other industries outside of “oil & gas”.

This has been an interesting start to the 4th quarter of the year. I can’t say that we are super busy on the direct hire side of our business, but we have been very steady.　Although year to date, the CFS Houston Team has become one of the top CFS offices for growth!　 The demand for contract workers is very high. We are seeing this locally in Houston and nationally (40 offices nationwide). 　I wonder how much of an impact the coming election is having on the types of hires companies are making (temporary vs. permanent) and if we will see the flood gates open after we receive the election results. I guess we will have to wait and see.

I continue to be optimistic about our local economy. Most of the news we see every day about Houston is very positive. We were just recently name the number one city in the US for Manufacturing by Forbes. Just simply drive around town and there seem to be buildings going up every where (especially on the west side of town). Construction is always the last industry to come out of a recession, so I am sure this is just the beginning of what’s to come. According to the GHP Houston added almost 90, 000 jobs by the end of August 2012. We are experiencing one of the fastest growth rates　in the nation. Again, very positive news. It is great to live in such a wonderful and prosperous city. Oh, and by the way GO TEXANS! They are having an amazing year and I am certain making a positive impact on our local economy :-). Diane – can you believe that Summer is almost over? Right now it seems that most people are focused on last minute vacations, back to school shopping and getting prepared for unbelievable amounts of traffic on the freeways again. I must say, I do love the sunny and warm days of summer, but I am ready for the fall. One of the main reasons for that excitement is not only the change in weather, but the amount of hires that happen in September, October and November. These are typically the busiest months for permanent placements. Contract placements tend to be higher in the summer　months, although there are record numbers of temporary hires happening this year.

So what is new to Houston?　According to the Greater Houston Partnership’s Economy at a Glance, consumer confidence seems to be　improving. Houston enjoyed the highest auto and home sales numbers since 2007 this past month.　　The GHP ties this back to 3 factors which include: job and income growth, as well as the strong performance of the energy industry. They also mentioned that the average annual wage is up $9,100 from 2009. I can tell you first hand that making a move right now does not mean you have to go backwards in salary.　That is not to say that people are not making lateral moves,　but for the most part everyone is seeing an increase in salary. The market is still doing very well in Houston and good talent is getting harder to find. Accountants like yourself will benefit from that today and for years to come!

CFS has been retained by a local forward thinking organization to identify a strong CFO. This would be a highly visible role not only within the organization, but in the local community.　 The CFO would be a co-leader in the organization working together with the CEO.

ESSENTIAL DUTIES AND RESPONSIBILITIES

include the following:

　　　　　　 Develop and utilize forward-looking, predictive models and activity-based financial analyses to provide insight into the organization’s operations and business plans

　　　　　　 Represent the company to financial partners, including financial institutions, investors, foundation executives, auditors, public officials, etc

　　　　　　 Oversee the accounting team to ensure proper maintenance of all accounting systems and function; supervise the finance team

　　　　　　 Responsible for annual budgeting process and plan.

　　　　　　 Responsible for accuracy of budget including submission from other units

　　　　　　 Oversee cash flow planning and ensure availability of funds as needed

　　　　　　 Oversee cash, investment, and asset management

　　　　　　 Oversee financing strategies and activities, as well as banking relationships

　　　　　　 Coordinate the development and monitoring of budgets

　　　　　　 Participate in corporate policy development as a member of the senior management team

　　　　　　 Oversee the IT Team in identifying opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing and purchasing

EXPERIENCE PREFERRED

7-10 years of experience in a senior level leadership position

Where do I start???? 2010 has been a very pleasant surprise. Honestly, I did not expect the market to shift so fast. We have had a tremendous amount of clients request Accountants on a permanent and temporary basis. Personally, as a Recruiter, I have had the best start I have every had in 9 years of recruiting!!!! Basically it boils down to companies starting to experience more demand and not having enough resources to get all the work done. Most accounting departments have been running very lean for the past 18 months or so. We are seeing positions at all levels from temporary AR/AR clerks, to Accounting Managers and Financial Analysts. The biggest demand to date has been in Tax (both public accounting and industry). I think we have finally put the worst of times behind us and can look forward to brighter days!
