With Q1 behind us lets jump right into the update for Houston. I am sure everyone is curious about the oil & gas prices and what impact they are having  on the job market in Houston. I have been in the recruiting industry for almost 14 years and have already been through 2 full blown recessions. 2015 has been an interesting year so far.  I feel like our local economy has taken a hit from the drop of Oil & Gas, but it’s not as severe (knock on wood) as I thought it would be. Some might beg to differ but, let me explain!

Obviously, Houston has been impacted by the depressed prices. Most Exploration & Production companies are not hiring at all. Some are even laying off, but downstream and midstream companies are still hiring. They are actually benefiting from the drop in price. Not to mention the back log of construction projects that are still on the books. We are also seeing increased demand from consumer products based companies (retail, restaurant, healthcare). Houston has gained nearly 570,000 residents in the past 5 years!

Just imagine the resources they will need from housing, healthcare to groceries and cars!

So, is the job market as good as it was last year? The simple answer is no, but there are still a lot of opportunities out there in several other industries outside of “oil & gas”.

• Develop and coordinate all federal, state and international tax policies and procedures

The CFO will partner with the President/CEO to design and implement financial strategies consistent with the organization’s strategic direction.


Provide direction, oversight, and supervision of the staff.
Supervise the organization’s day-to-day financial transactions including billings and collections, banking, purchasing, reporting, budget monitoring, and payroll.
Oversee cash flow planning and ensure availability of funds as needed.

Tax Accounting

Oversees tax compliance through proper handling of all tax matters.

Coordinate US federal, state and local income and non-income tax function, including preparation and/or review of tax work papers, tax returns, and other tax reporting obligations.

Recommends tax strategies by researching federal, state, and local taxation issues.

Maintains legislative materials by reviewing, interpreting, and implementing new or revised laws.

Maintains compliance with regulations by forwarding required information to federal, state, and local authorities.

Revises procedures by developing and streamlining procedures and worksheets for calculation of tax provisions.

Identifies profitability of potential mergers and acquisitions by analyzing tax information and identifying areas of tax savings or tax liabilities.

Work closely and in conjunction with the core accounting team to prepare the consolidated inter-period and annual tax projection, including the preparation of supporting documentation including all required disclosures for annual and quarterly reports.

Implement key controls, checklists and practices necessary for the Company to remain in compliance with internal controls.

Support strategic tax initiatives and M&A activity, including evaluation of the tax implications of activities, structures and transactions; identify, evaluate and recommend any alternatives to such initiatives

Remain current in knowledge of legislative and tax policy initiatives that have significant impact to the Company. Continually monitor & communicate to Management the tax impact of proposed tax legislation, and implement changes as required.


Administrative Leadership

Manages interactions with third party accounting firms as required to ensure compliance with accounting and reporting procedures for audits and tax filings for Company and its clients.

Exceptional knowledge of U.S GAAP accounting and ASC 740 disclosures.

Busy, busy, busy….what a month it has been! This newsletter was supposed to go out two weeks ago, so I apologize for the delay. It is an unbelievable time to live in Houston and I know it is only going to get better. The Senior Accountant fulfills a very integral role of the Company, with responsibilities for the monthly financial Close Process, US GAAP compliance, internal-controls monitoring and compliance and systems management. The position requires a technically-experienced financial professional. The successful candidate will have solid accounting experience, strong leadership skills, prior supervision experience, substantial computer skills, great communication abilities, high ethical integrity and a commitment to teamwork and service.

Key Responsibilities:

  • Manage General Ledger Accounting, including the monthly Close process and related account reconciliations.


  • Direct the Company’s accounting software processes, working with IT to manage the use of our Oracle financial systems. Lead current and upcoming system conversions, including conversions related to the financial reporting system.


  • Monitor SEC, FASB and related entities for changes impacting accounting and financial reporting. Develop related technical research memorandums and assess the impact on the Company’s financial results and reporting.


  • Analyze financial results and provide variance memos/schedules. Develop standard and ad-hoc reports/analyses.


  • Assist with the preparation of Company’s internal and external financial reporting.


  • Develop and refine the Company’s accounting policies and procedures, with emphasis on best-practices. Actively identify areas for improvements.


  • Maintain strong internal controls and SOX compliance. Ensure all work is appropriately documented and supported.


  • Work closely with other Finance areas and throughout the Company to ensure appropriate accounting.


  • Coordinate activities of internal and external auditors.


  • Train, cross-train and develop accounting staff. Serve as a leader and role model for the department.


  • Strive for continuous process improvement within the Finance Department.


  • Perform other special projects, as needed.

International Tax Planning Director, Houston, Texas


Essential Functions

  • Responsible for international tax planning relating to tax matters associated with companies projects.
  • Responsible for special tax projects and other tax research and planning as it relates to mergers and acquisitions, greenfield development projects, establishment of new representative offices in foreign jurisdictions, identification of new, country-specific tax initiatives, and other strategic analysis and planning as required.
  • Responsible for the review and filing of tax returns for the holding and service companies.
  • Responsible for the analysis of current and proposed laws as they could potentially impact new and current businesses.
  • Responsible for the successful defense of positions and strategies from tax auditors in the jurisdictions in which Company affiliates operate.
  • Responsible for proactively generating new ideas and supporting due diligence and business development teams; working as member of multi-disciplinary teams on project development and implementation.
  • Responsible for assisting tax team with FAS 109 reporting, transfer pricing, or other departmental projects and initiatives, as needed.
  • Responsible for engaging and directing local country tax advisers as needed.
Essential Job Requirements

  • A minimum of 8-12 years of international tax experience in major aspects of U.S. international and foreign country corporate tax planning (preferably related to large capital investment projects), including legal entity and contract structuring.  CPA required.
  • Good organizational skills; ability to prioritize workload.
  • Strong analytical and technical tax skills and ability to understand tax law.
  • Strong written and oral communication skills are required.
  • International travel, as required.
Preferred Skills and Education

  • JD or MBA
  • Ability to speak Spanish, Portuguese, and/or Mandarin Chinese a plus.


Special Job Characteristics

  • Ability to work overtime as required.
  • Ability to understand general accounting systems and to analyze specific entries and related financial reports and their correlation to income tax reporting requirements.
  • Ability to identify problems, recommend alternative solutions, and offer tax planning ideas.
  • Ability to design and organize work papers for the accumulation, presentation and review of tax return information, and the preparation of tax returns.
  • Ability to interact and communicate effectively with tax and accounting personnel.
  • Ability to work as a member of the tax team and demonstrate flexibility to support the team, as needed.

Where do I start???? 2010 has been a very pleasant surprise. Honestly, I did not expect the market to shift so fast. We have had a tremendous amount of clients request Accountants on a permanent and temporary basis. Personally, as a Recruiter, I have had the best start I have every had in 9 years of recruiting!!!! Basically it boils down to companies starting to experience more demand and not having enough resources to get all the work done. Most accounting departments have been running very lean for the past 18 months or so. We are seeing positions at all levels from temporary AR/AR clerks, to Accounting Managers and Financial Analysts. The biggest demand to date has been in Tax (both public accounting and industry). I think we have finally put the worst of times behind us and can look forward to brighter days!

Tax Accountant – Oil & Gas, Houston, Texas

Must be able to independently prepare complex Excel spreadsheets, analyze source documents for book/tax differences, compute tax depletion and depreciation, maintain tax calendars, and maintain schedules of tangible property. Responsible for quarterly state and federal tax estimates. Prepare tax returns for state and federal partnerships, trusts, individual, and S corporation. Must possess a general knowledge of federal and state income, information, and sales and use tax.

BBA in accounting or comparable degree required, with some tax courses preferred. Prefer 5 years work experience in tax accounting, or 3 years with a Big Four firm. Oil & gas tax experience a plus. Should be able to communicate well, both verbally and in writing. CPA candidate preferred.
