The labor market is tight. Very tight! The number of US job openings is a million higher than the total number of unemployed persons. In Texas, the unemployment rate stands at about 3.5%, and the state continues to add jobs in impressive numbers.
With few people to hire, finding needed skillsets is a growing challenge. Further complicating the situation is the fact that the requirements of companies are changing rapidly with technological advances. PwC recently surveyed more than 22,000 workers and found that 53% of them believe automation will significantly change or render their jobs obsolete within the next 10 years.
Shortages and skills mismatches are a large and growing problem, and part of the answer is “upskilling,” or giving people the chance to learn what they need to fill open or future jobs. While training (or retraining) is not a new idea, the difference is that firms are now increasingly embracing and paying for upskilling, investing billions in training their current workers rather than trying to hire new ones.
In addition to saving companies the difficult task of finding and luring new employees, upskilling also allows corporations to fulfill emerging objectives. As firms move away from a singular focus on shareholder value and toward broader social concerns, employees are an important stakeholder group which benefits from upskilling. It’s a win-win, with workers avoiding the upheaval associated with losing a job and firms retaining valuable workers. People are willing, with the PwC survey indicating that 77% of adults would learn new skills now or completely retrain to improve their future employability. Similarly, learning opportunities and chances for professional growth are a top reason cited by new hires in job decisions.
Not every effort at upskilling has been successful. Unless employees have the appropriate incentives (such as higher compensation or expanded opportunities), they may not participate. If methods of delivering new information are inconvenient, overly time-consuming, or poorly structured, they may not be successful. There are also instances where the mismatch between existing employees and new required skills is such that the investment is not cost-effective. Nonetheless, well-conceived programs can yield impressive results.
Worker shortages are likely to get worse (potentially far worse) even with labor-saving automation and artificial intelligence. The number of people of workforce age is basically static due to demographic patterns, labor force participation rates are stubbornly low, and immigration is declining. Throughout history, technological advances have on balance created jobs, but in the process have displaced those without needed qualifications. The US has generally failed in public policy initiatives to provide transitional training (much to our detriment). Hiring talent is increasingly difficult, and upskilling is likely to be a crucial strategy for many firms.

President Trump has signed the US-Mexico-Canada Agreement (USMCA) into law, replacing the 25-year old North American Free Trade Agreement. A strong

trade agreement with Mexico and Canada is clearly a “win” for the US economy. Mexico has also passed the USMCA, and the ratification process is currently underway in Canada.

The USMCA ensures the free flow of trade, protecting business ties among the three nations. For example, cross-border supply chains are quite common along the borders, with certain aspects of production occurring in each country depending on relative comparative advantages. Without a trade agreement, such arrangements and other imports and exports would become more difficult and more costly in that trade would revert to tariff schedules provided by each country to the World Trade Organization (WTO).

The Perryman Group compared a scenario with the USMCA in place to one where the US, Canada, and Mexico trade under the terms of the listed tariffs with the WTO. For the United States, The Perryman Group estimates that having the USMCA in place leads to an additional $64.9 billion in gross product and almost 600,900 jobs compared to trading under the terms of the WTO stated tariffs. In Texas, the annual gross product will be a projected $17.6 billion higher and employment 164,700 higher under the USMCA. For California, The Perryman Group estimates that the USMCA will likely lead to $6.2 billion in gross product and almost 58,700 jobs compared to current WTO tariffs.

Clearly, the USMCA is good for the US economy, particularly in trade-intensive border states such as California and Texas.

Responsibilities:

  • Manage the financial reporting processes, the general ledger system, and reports.
  • Generate monthly financial statements for all entities on a timely basis, through the use of automated techniques that reduce manual intervention.
  • General Accounting activities including daily operations, maintenance of general ledger, financial review, and analysis to ensure completion, treasury, and payroll
  • Maintain a standard chart of accounts, departmental units and other reporting structures and key components of the general ledger.
  • Ensure thorough preparation and supervision, the monthly closing of all companies on a timely basis. Closing includes the issuance of the monthly income statement, balance sheet, reconciliation of all balance sheet accounts, reconciliation of fund balances, investment activity, development schedules ), preparation of journal entries, etc.
  • Monitors and prepares the timely completion of account reconciliations and the accuracy of the general ledger, including timely integration of monthly accounting and payroll transactions.
  • Plans,  prepares and coordinates the annual financial statement audit
  • Manages preparation and submission of tax returns and other regulatory reporting requirements.  
  • Work with the Human Resource team as it relates to payroll including; pay policies, benefits, compensation, etc.
  • Oversee timely completion of the annual operating budget with all key members of management who have budgetary responsibility
  • Oversee the development and management of the capital budget.  Monitors the cash requirements of the organization. Prepare cash forecasts on a weekly basis derived from daily history, and incorporating other known trends.
  • Manage and prepare other accounting projects including; PBGC, accounting policy and procedures, bank covenants, insurance policies, etc.

Experience:

  • Bachelor’s degree in accounting, finance or business administration.
  • CPA preferred
  • 10 years of experience in accounting with 5 years supervisory experience.
  • Well-developed knowledge of generally accepted accounting principles including knowledge of not-for-profit accounting and reporting, treasury, payroll, fixed assets, AP/AR, statistics, etc.;

From an economic perspective, 2019 was a solid year, with continued expansion, job, and wage gains, and progress on many (but not all) fronts. Let’s take a brief look back at 2019 and the past decade.

Through the year, the national economy added jobs at a notable pace, frequently exceeding expectations. Job gains averaged about 180,000 per month through November, with particularly strong growth in healthcare (up 414,000 jobs), professional and technical services (+278,000), and leisure and hospitality. This pace lags that of the past decade (around 220,000 per month) but is impressive for a mature recovery period.

Twenty-five states had over-the-year increases in employment as of November, with the largest job gains occurring in Texas (+336,700), California (+321,800), and Florida (+217,400). For Texas to add more jobs than California is noteworthy given that the California economy is notably larger. In fact, Texas was among states with the largest percentage gains (which is difficult for a large economy), tying for second with Idaho (at 2.7% growth) and behind only Utah (up 3.2%).

National unemployment rates remained below 4% throughout the year, which is lower than what is viewed as optimal to allow sufficient slack for the economy to function efficiently. The strong job market pushed wages up by 3.1%, well above inflation.

Part of the slowing in job growth was due to a lack of available workers. Job openings remained well over seven million, with needs for particularly large numbers of workers in health care, professional and business services, and retail. However, the total number of unemployed persons is trending significantly lower (below six million). Given the inevitable mismatch of skill sets and locations, many of these openings will be difficult to fill.

For the decade as a whole, the short-term topic of greatest conversation will no doubt be the fact that, for the first time, we experienced an entire calendar decade without a recession. Despite fluctuations in key sectors, inconsistencies in policy, international events and disruptions of major proportions, and cataclysmic natural disasters, the US economy managed to forge ahead.

The more profound topic that will occupy historians in the future, however, will be the fundamental shift in the global energy markets that emerged. The US rose to the forefront of production, new technologies were implemented, major investments in infrastructure were undertaken, and supply and demand patterns throughout the world were completely reoriented. Fortunately, Texas and, in particular, the Permian Basin lie at the epicenter of this phenomenon, which will have positive implications for centuries to come.

We enter a new decade with plenty of daunting challenges (topics for another day), but also with a solid foundation on which to build a better economic future. Happy New Year!!

Industry News: 

This will be the last newsletter of 2019. I am happy to report that November and December have been quit busy. There are a lot of companies looking for employees to start in January & February 2020. Some of the roles are replacements, but a lot of them are newly created roles!

Here is a short recap of the latest Economy at a Glance (https://www.houston.org/houston-data/economy-glance) and the Institute for Regional Forecasting Symposium I recently attended:

  • GHP predicts 42,300 new jobs will be created in Houston in 2020. Most will be outside of Energy.
  • The national unemployment rate is at 3.6 percent and the job market is the tightest it has been in 50 years.
  • Consumer spending is up! Hourly wages are also up! That activity accounts for two-thirds of our economy. Good news.
  • The manufacturing index (PMI) dipped below 50. That is not good. Services PMI was above 50 and that contributes 6 times as much to GDP as the PMI
  • The global economy (80 trillion) is projected to grow by 3.0 percent next year.
  • Oil is predicted to stay between 55 to 60 dollars per barrel

As always, I would like to remind you to add one or two line items to your resume. Keep in mind that you do not have to be active in the market to update your resume annually! As you look to 2020 and set new goals also take some time to reflect on your career accomplishments and new skills you have learned.
