Houston…..we don’t have a problem!  June and July made me a bit nervous, but those doubts and fears are gone.  Now, don’t get me wrong, we are not returning to the boom times of 2006 / 2007, but we are moving in the right direction.  We see more and more orders from our clients daily, however, they are very slow to move and very picky when it comes to their prospects. Currently, it is not unusual to take well over 3 months for a company to hire someone, even though they have an opening with no one currently doing the work!  Everyone is very cautious and wants to make sure they add the right person to their team. My prediction is we will see a lot more expansion positions. Companies have pushed their staff to the capacity. Productivity is at an all time high. Simply stated, hiring managers can’t get anymore out of their already very lean, overworked staff, so they will have to add headcount.  That is great news for both professionals seeking opportunity and those already in place!!!  We expect more people will be moving companies this year and next since many have put their job search on hold for the past 18 months. Now add to that the people who have been overworked and underappreciated and it all adds up to be a very interesting 2011!

Job Duties : BASIC FUNCTION: Assists in the preparation of various financial reports distributed both within and outside the Company.

DUTIES: AUTHORITY
1. Preparation: Assist in the preparation of monthly management reports and consolidated financial statements, quarterly and annual SEC required reports (i.e., Form 10 Q and Form 10 K). Non Profit Accounting Manager, Houston, Texas

International Tax Manager – Houston, Texas

This position of US International Tax Manager will serve as a critical link between the corporate tax planning for non-US operations and the external reporting of those operations for one of the largest independent integrated oil and gas companies in the world.  Success in this position will require the ambition to master complex organizational structures and frequently changing tax laws. This is a highly visible role within the company and will involve working directly with executive members of the Tax Department and other key functions.
 
ROLE/RESPONSIBILITIES:
  • Maintain international tax quantitative analysis function
    • Build and maintain modeling of corporate tax planning opportunities
    • Maintain earnings and profits and tax pool forecasts for key entities/groups
    • Work with Corporate Tax Planning group to quantify and communicate to executive management implications of tax law changes
  • Serve as a Tax Manager for US International Tax Compliance group
    • Preparation/Review of all US International tax return filing requirements.
    • Prepare analysis for Subpart F income inclusion, foreign tax credits, earnings and profit statements for both compliance and FAS 109 tax provision purposes.
    • Monitor US tax law and compliance requirements for any changes and communicate to tax department leadership.
    • Prepare and submit documentation for ongoing IRS audits.
    • Work closely with other US compliance team members located in New Jersey and external service providers assisting in the compliance process
  • Participate in tax, accounting, and finance team meetings to stay abreast of changes in the business.
  • Ensure compliance with SOX 404 internal controls for income tax accounting and compliance.
Qualifications
 
EXPERIENCE/COMPETENCIES:
  • Minimum of 5 years experience in a Big Four environment, or 7 years in a Corporate environment with US International Compliance (5471’s, 1118’s, etc) experience
  • Experience in SAP, Hyperion, and CorpTax a strong plus
  • Strong technology and systems skills, including advanced Microsoft Excel skills
  • Oil & Gas exploration and production experience strongly preferred

SOX Coordinator (IT & Financial) – Houston, Texas

Description
Sarbanes-Oxley Section 404 responsibilities:
  • Conduct annual and ongoing significant account reviews and ensure testing is properly documented within SOX work papers
  • Document Division specific key SOX controls and their related attributes/test descriptions, utilizing the standard SOX RCM
  • Review/distribute/implement SOX guidance as it is issued, participate in global guidance update calls, and modify Division SOX program appropriately
  • Provide testing status updates to SOX Core Team on a real-time basis
  • Prepare write-ups of any new deficiency identified via management testing, and submit them (along with updates to existing items) to SOX Manager on a real-time basis
  • Identify Division SOX training needs and participate/facilitate training
  • Respond to KPMG meeting and documentation requests – liaise with KPMG contact directly to arrange SOX planning sessions, walkthroughs, and facilitate the integrated audit approach
  • Establishes and communicates testing timeline with the divisions
  • Manages and executes all aspects of test preparation, execution, and coordination with process owners
  • Facilitates detailed review, executed by Controllers, of test results and test summary for completeness and accuracy

JIB Accountant – Houston, Texas

Essential Job Responsibilities:
Monitors and maintains account receivables for company. Resolves disputes regarding company’s account receivables. Establishes and maintains operated and non-operated authority for expenditures (AFE’s). Assigns codes for designated expense reports for input into the accounting system. Maintains inventory and processes transfer of oil and gas equipment (material transfers) from property to property. Generates joint interest billing (JIB) invoices for the company. Establishes well allocations for all operated properties. Analyzes lease operating variances for the company. Calculates salt water disposal (SWD) and platform fees for the company’s operated properties. Reconciles joint interest billing (JIB) and general ledger accounts. Reviews and reports to management monthly variances and reasons for variance on lease operating cost. Assigns correct general ledger property account codes to non-operated properties.

Qualifications:
Five (5) years minimum experience in oil and gas joint interest operations and revenue accounting. Ability to accurately solve problems and exceptional proficiency in data management including spreadsheet proficiency. Ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials, and the public. Ability to complete multiple, diverse tasks of differing priorities. Outstanding administrative and organizational skills. Excellent written and verbal communication skills, with specific ability to translate complex operational information into an organized and presentable manner. Proficiency in the use and application of the following software: Required: Microsoft Office (Excel, Word and Outlook).

Houston Economy Slows After Initial Rebound

There is now ample evidence that the Houston economy has slowed down significantly after a very strong rebound in the 4th quarter of last year. That quarter the Houston economy gained on a seasonally adjusted basis approximately 10,000 jobs, which had it continued would have produced over a 1.5% annual increase in local employment. Unfortunately, those gains came to an abrupt halt in January. In fact, July’s seasonally adjusted employment (the last reported by the Texas Workforce Commission) is approximately the same as January’s. This change in fortunes has nothing to do with the “big news stories” of this past spring – Continental’s merger, the BP spill, or potential bad news for the Johnson Space Center. Basically, it reflects the reality that most of us recognize, namely that the U.S. recovery is losing steam. Virtually all sectors of the local economy are losing momentum, though the starting month of the slowdown does seem to vary sector by sector. Right now is not a time to be comparing year-over-year employment numbers because July and August were at the bottom of an incredible slide in employment during the spring and early summer of 2009. Virtually all improvements in the year-over-year numbers came last fall and early winter. Right now Houston seems stuck in neutral.

BASIC FUNCTION:           

Auditors are responsible for conducting periodic engagements to review and assess various Company locations and business processes.

DUTIES:               

IA is charged with ensuring the following Department objectives:            

  • Compliance with established Company policies and procedures,
  • Adequate and appropriate application of accounting and operating controls,
  • Accountability and safeguarding of assets,
  • Compliance of general business practices with applicable government laws and regulations,
  • Integrity and security of the Company’s data systems and,
  • Effectiveness and efficiency of business processes.

 

The Auditor will conduct the activities described below in support of the above Department objectives.

The work of Auditors is generally organized into review engagements of locations and business processes.  These engagements generally consist of three phases 1) Planning, 2) Fieldwork, and 3) Reporting.  The role of the Auditor in each of these phases is described below.

Planning: The Auditor is responsible for completing various aspects related to planning for the engagement.  The Engagement Manager will assign the areas that the Auditor will be responsible for completing.  In general, Auditors must be capable of completing the following items.   

  • Generating and analyzing data from Company software and databases related to the entity being reviewed.     
  • Conducting interviews with various Company personnel relevant to the area the Auditor is reviewing.  
  • Use data gathered and interviews conducted to prepare a written report that will need to be presented to the Engagement Manager and will be incorporated into a formal planning document.            
  • Performing any steps of the review engagement that may be conducted prior to the beginning of fieldwork.

 

Fieldwork:  The Auditor is responsible for performing various portions of the review as assigned by the Engagement Manager.           

  • Review engagements generally have a written work program that outlines the steps and areas to be reviewed by the Auditor.  Auditors should ensure that these programs are completed in a timely and thorough manner.       
  • Completion of the work program will entail working closely with the client to gather, discuss, and analyze relevant information to the area under review.  
  • Document with work papers the steps performed in the workprogram.  Work papers must be of sufficient quality to be reviewed by external auditors.     
  • Preparation of memorandum to management regarding issues identified during the course of the review.         
  • Review and thoroughly discuss issue memorandum with the client and Engagement Manager. 
  • Participate in closing meeting with the client and other team members.               

               

Reporting: 

All Reporting is carried out by the Engagement Manager.     

Other: 

Participate in projects to identify processes in need of improvement, and facilitate and participate in improving these processes.          II

This may involve work with personnel from other departments as a team to:

  • Map current business processes
  • Measure business processes through various metrics and identify gaps
  • Analyze metrics and gaps for improvement opportunities
  • Present improvement methods to Senior Management
  • Participate in redesign of business processes     

 

The Auditor may participate in other projects not specifically identified above in support of the department’s role of insuring a strong internal control environment, and maintaining effective and efficient business processes.        

EXPERIENCE: A minimum of four years professional experience is preferred. Preference for two to three years of external or internal auditing exposure to clients engaged in business lines similar to those of the Company.
Exposure to an international environment and the travel associated with a multi-national Company is preferred.

SPECIAL REQUIREMENTS:

CERTIFICATION: CPA, CIA, or CA certification is preferred for personnel with an accounting or finance background.

TRAVEL: The ability to travel up to 40% of the time internationally to often challenging venues is a must.

WRITING: Must be capable of writing and presenting information to the Company’s Senior Management.

Payroll & Benefits Manager – Houston, Texas

Summary

Under general direction, the Payroll & Benefits Manager supervises the centralized corporate payroll and benefits department. The incumbent is responsible for directing the activities of all payroll/benefits staff, developing and monitoring all tasks necessary to accomplish the organization’s payroll/benefits processing objectives, including relationships with internal and external auditors and state and federal agencies. The majority of the employee’s time is spent on planning, coordinating and managing the functions of the payroll & benefits department. Principally responsible for all compliance matters, including but not limited to ERISA, IRS regulations and other legislative rules that impact payroll and benefit matters.

ESSENTIAL FUNCTIONS

  • Is responsible for managing the organization’s Weekly and BI-weekly multi-state payroll for approximately 5000 union and non-union employees.
  • Administers monthly financial reports.
  • Processes payments for a 401(k) plan.
  • Processes payment for all authorized employee deductions.
  • Maintains federal and state reports to include payment of required taxes and processing of W2’s
  • Is responsible for the development, deployment and maintenance of payroll procedures and processes.

  • Manages Union agreement rules, as applicable.

  • Prepares and submits timely reports required by law to be filed with federal and state agencies; coordinates and prepares various reports related to benefits programs for in-house, insurance and regulatory purposes.
  • Participates in development, implementation, and maintenance of policies, objectives, short- and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals.
  • Assists supervisor in developing annual benefits budgets.
  • May represent the Company at various community and/or business meetings; promotes existing and new programs and/or policies.
  • Maintains thorough knowledge of payroll, benefits, tax and government legislation, socioeconomic trends, and court decisions related to areas of responsibility.  Informs supervisor of developments and trends that presently or potentially impact areas of responsibility.
  • Assists supervisor in managing the evaluation, planning, and administration of the Company’s various health, welfare, and retirement programs; assesses effectiveness of programs in meeting overall strategic objectives, and oversees the development and implementation of changes and improvements to benefits programs, as appropriate.
  • Directs, oversees, and quality controls the development of benefits proposals, negotiation with insurance carriers and external contractors, and administration of contracts or other agreements involving employee benefits.
  • Performs such other duties as the supervisor may deem necessary.

 

Job Requirements 

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Must have good communication skills, both verbal and written.  Technical knowledge required includes computer literacy in Microsoft applications; extensive use of spreadsheets required.

  • Considerable knowledge of payroll administration, including federal and state regulations.
  • Considerable knowledge of the principles underlying State and local laws and regulations pertaining to County government. 
  • Knowledge of ADP EV4 or higher a must.
  • Must have experience processing payroll for a multi-state employer.
  • Must have experience working with a unionized company.

 

EDUCATION and/or PRIOR EXPERIENCE
Bachelor’s degree in accounting, business administration or related field from an accredited four-year college or university preferred. Six years of related experience, plus two years of supervisory experience.

    Article: Two New Job Search Frustrations

    This week, I’ll address two common job-search frustrations found in the hundreds of emails I’ve received this year from people across America

    Do either of these apply to you?

    Frustration #1: There just aren’t enough jobs out there to apply for.

    Solution: Let’s analyze this one …

    When I speak to job hunters, in seminars, by phone, or via email, I ask the same question: “How are you looking for jobs?” Almost invariably, the answer is: “I look online or in the paper.”

    So the actual frustration here is this: There aren’t enough advertised jobs to apply for.

    Now. If you look only for advertised openings, as most job seekers do, you set yourself up for the sort of frustration most job seekers face.

    You’re like a penguin, scrambling with 5,000 other penguins for a handful of fish scattered on the tip of an iceberg. (Visualize that.)

    Pssst! If you dive below the exposed (advertised) part of that iceberg, you’ll find … fish (jobs). Plenty of them. And almost no competition.

    In fact, for every job posted online or in the newspaper, I’ll bet there are at least four other openings NOT advertised.

    Should you ignore advertised job postings altogether? No. Should you spend most of your time chasing them? No.

    Spend no more than 20% of your day on posted job openings. Spend the remainder — fully 80% of your time — making contact with people at your target employers.

    In other words, networking.

    But ordinary networking will likely get you … ordinary results. And how are ordinary job hunters doing these days?

    So, analyze your networking efforts to date.

    Ask yourself three questions:

    1. What have I said to or done for people in my network that has led to interviews?

    Examples: Being useful to others by sending them news, information, leads, etc. to help them do their jobs. Do more of this.

    2.What have I said or done that has NOT produced job leads?

    Examples: A 30-second “elevator pitch” that seems to fall flat, or conversations with personal (as opposed to professional) contacts. Change or stop doing this.

    3.What will you do to meet your goals by this time next week? You must set specific, measurable goals in networking — and all your job-search efforts.

    Example: There are 40 people in your professional network and you want to add 20 more this month, resulting in four job interviews. When you break it down, that’s one person added to your network per weekday and one interview per week. Measure your progress weekly, correct as necessary, and you will reach your goals. But you can’t improve what you don’t measure, so start measuring today.

    Frustration #2: After job interviews, I get no email, call or letter from employers. What am I doing wrong?

    Solution: This has two parts: Stop waiting for employers to contact you. And find out what, if anything, you’re doing wrong in interviews.

    First, ALWAYS take the initiative on follow-up. At the end of every interview, ask when the employer expects to make a decision. Tell them you will follow up by phone, giving a specific day and time. Then … call on that day, precisely at that time.

    Congratulations. You’ve proven that you’re detail-oriented and organized — two traits every employer wants. If you get voicemail when you call, state that you’re calling as promised and that you will write, call, fax, or drop by (pick one) to follow up after this contact. Repeat as necessary.

    Second, when it comes to interviewing, you can never be too good. Think of a major league baseball player analyzing his swing. He hits off a tee and with a batting practice pitcher. He videotapes his swing and watches it in slow motion. He works with a coach, etc.

    Why all this work? If he can’t hit, he won’t play — and he won’t get paid.

    Right now, if you don’t make a “hit” with employers in interviews, you won’t get paid either. So practice and analyze how you interview — video and/or audiotape yourself, review your answers, work with a coach (if necessary), and keep improving until you get hired.

    Now, go out and make your own luck.
